Abstract

This study aims to explore the forms of social resilience demonstrated by cart dwellers (manusia gerobak) in Palopo City, as well as the supporting and inhibiting factors affecting their ability to survive amidst urban challenges. Cart dwellers refers to marginalized individuals or families who rely on collecting recyclable waste for a living, using carts both as a means of transportation and as temporary shelter. Despite facing structural, social, and economic constraints, they have shown remarkable resilience by utilizing available resources and building solidarity within their community. Using a qualitative approach through in-depth interviews, participant observation, and documentation, the study identifies several key forms of social resilience: creative economic adaptation, social networks among waste pickers, family support, and strategic utilization of urban spaces. These findings are analyzed using the social resilience framework proposed by Norris et al., which emphasizes the role of economic resources, social capital, information and communication systems, and community competence. The results reveal that although they continue to face social stigma and limited access to public services, manusia gerobak possess strong adaptive capacities that enable them to maintain their livelihoods. This study highlights the need for inclusive and socially just urban policies that recognize and support the resilience of marginalized groups in creating a more equitable and sustainable city.
