Abstrak
Penelitian ini mengkaji Optimalisasi Peraturan Desa sebagai Perangkat Hukum dalam Pengembangan Sektor Pariwisata Desa Guna Mendorong Kemandirian Ekonomi Desa dengan fokus pada kedudukan dan urgensi Peraturan Desa (Perdes) serta perumusan model regulasi desa terbarukan untuk pengembangan pariwisata. Menggunakan metode penelitian hukum normatif, penelitian ini menerapkan pendekatan perundang-undangan dan pendekatan konseptual melalui analisis terhadap Undang-Undang Nomor 6 Tahun 2014 tentang Desa, peraturan turunannya, serta literatur ilmiah yang relevan. Hasil penelitian menunjukkan bahwa Perdes memiliki kedudukan strategis dalam sistem hukum nasional karena berfungsi sebagai dasar hukum pengaturan tata kelola pariwisata desa. Urgensinya terletak pada peran Perdes dalam memberikan kepastian hukum, memastikan pengelolaan pariwisata yang terarah, serta melindungi nilai budaya dan lingkungan yang menjadi basis utama daya tarik wisata desa. Tanpa Perdes yang memadai, potensi konflik, ketidakteraturan tata kelola, dan ketidakseimbangan pemanfaatan sumber daya dapat terjadi. Penelitian ini merekomendasikan model regulasi desa terbarukan yang bersifat adaptif, partisipatif, dan berkelanjutan, meliputi penguatan kelembagaan lokal, pengaturan distribusi manfaat ekonomi, perlindungan aset wisata, dan pemanfaatan teknologi informasi. Model ini diyakini mampu meningkatkan efektivitas pengelolaan pariwisata sekaligus memperkuat kemandirian ekonomi desa melalui peningkatan PADes dan pemberdayaan masyarakat.

Abstract
This study examines the optimization of village regulations as a legal instrument in developing the village tourism sector to encourage village economic independence. It focuses on the status and urgency of village regulations (Perdes) and the formulation of a renewable village regulation model for tourism development. Using normative legal research methods, this study applies a legislative and conceptual approach through an analysis of Law Number 6 of 2014 concerning Villages, its derivative regulations, and relevant scientific literature. The results indicate that village regulations hold a strategic position in the national legal system because they serve as the legal basis for regulating village tourism governance. Their urgency lies in their role in providing legal certainty, ensuring targeted tourism management, and protecting cultural and environmental values, which are the primary basis of village tourism attractions. Without adequate village regulations, potential conflict, irregular governance, and imbalanced resource utilization can arise. This study recommends a renewable village regulation model that is adaptive, participatory, and sustainable, encompassing strengthening local institutions, regulating the distribution of economic benefits, protecting tourism assets, and utilizing information technology. This model is believed to improve the effectiveness of tourism management while strengthening village economic independence through increased village revenue (PADes) and community empowerment.
